It \u2018undermines institutional guarantees for human rights, including by further diminishing the independence of the judiciary\u2019, Amnesty International&nbsp;<a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2022\/07\/tunisia-new-draft-constitution-undermines-independence-of-judiciary-and-weakens-human-rights-safeguards\/\" rel=\"noreferrer noopener\">warned<\/a>. \u201cIt contains worrying provisions that would give leeway to authorities to interpret rights in restrictive ways in the name of Islam,\u201d it added.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">New constitution open to interpretation&nbsp;<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat should concern Tunisia\u2019s minorities, including Christians, is that the draft text makes strong references to Islam,\u201d says Michael Bosch, persecution analyst with Open Doors World Watch Research. \u201cIt states that Tunisia \u2018belongs to the Islamic Ummah\u2019, a reference to the Muslim community. Unlike the current constitution it also no longer refers to Tunisia as a civil (secular) state.\u201d<\/p>\n\n\n    <div class=\"pull-right-wrapper \">\n        <blockquote><p>&#8220;What should concern Tunisia\u2019s minorities, including Christians, is that the draft text makes strong references to Islam&#8221;\r\n<\/p> <cite>MICHAEL BOSCH, OPEN DOORS PERSECUTION ANALYST<\/cite><\/blockquote>\n    <\/div>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt also says that \u2018the state is required to achieve the purposes of Islam in preserving [people\u2019s] souls, money, religion and liberty\u2019,\u201d Bosch says. \u201cIt\u2019s not clear what that \u2018the purposes of Islam\u2019 are or what it means and it seems that, in the end, it\u2019s up to the president to interpret this.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo, we will have to see what the president will do next once the constitution is passed and where that leaves both the established (expatriate) churches and house churches.\u201d&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Support from some Christians<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Despite this, some Christians voted in favour of the new constitution. \u201cUnfortunately, a decade of democracy has mostly brought political chaos, corruption and cronyism, instead of economic prosperity. The Tunisians want to move on and they trust the President to improve their livelihoods,\u201d Bosh adds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Kais Saied came to power last year when he suspended parliament and dismissed the government. He says a new constitution is necessary to help \u2018rebuild a new Tunisia and a new republic, one that breaks with the past\u2019, the&nbsp;<a target=\"_blank\" href=\"https:\/\/www.bbc.co.uk\/news\/world-africa-62289550\" rel=\"noreferrer noopener\">BBC<\/a>&nbsp;quoted him as saying.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If passed, the new constitution would replace the one drafted in 2014 following the \u2018Arab Spring\u2019, which was a wave of pro-democracy protests that began in Tunisia and toppled several regimes in the Middle East and North Africa in 2010 and 2011.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tunisia drops in World Watch List ranking<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Tunisia is\u00a0<a href=\"https:\/\/wwl.opendoorsuk.org\/ireland\/countries-watch\/tunisia\/\" target=\"_blank\" rel=\"noreferrer noopener\">number 35 on the World Watch List<\/a>. While expatriate Christians are largely left alone, Tunisian believers experience high pressure in every area of life. This is particularly true for believers who\u2019ve converted from Islam, because they could face severe levels of community and familial pressure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The country\u2019s ranking this year is a drop of nine places from last year. However, this represents only a small drop in persecution. There was a slight decrease in violence, due to fewer church buildings and properties of Christians being attacked, as well as a decrease in the number of Christians being detained. The lower ranking is largely because persecution has increased in other countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pressure facing Christians in Tunisia is reflected in a report released last year by&nbsp;<em><a target=\"_blank\" rel=\"noreferrer noopener\">Attalaki<\/a><\/em>, a Tunisia-based human rights organisation, which said that state policy regarded religious minorities more as a threat than as a force for good for society and national cohesion. The discrimination, ostracisation and attacks, that often go unpunished, cause Tunisia\u2019s minorities to feel they are second-class citizens, the report said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These trends may be exacerbated by recent developments.
